Is the redaction permanent?

Yes. Every page with a redaction is redrawn as an image with the black boxes, so the original text is not left underneath. Other pages are unchanged.

Why can’t I select text on redacted pages?

Because they became images to guarantee removal. You can run OCR on them later if you need searchable text.
